WV Made Gift Basket Giveaway Official Rules

From September 5, 2021, through September 12, 2021, at 11:59:59 PM EDT (the “Promotional Period”), eligible West Virginians may enter the West Virginia Community Development Hub’s “West Virginia Made Gift Basket Giveaway” Sweepstakes (the “Promotion”).

This Promotion is available for eligible West Virginia residents who are 18 years of age or older for the West Virginia Made Gift Basket valued at $100. Those eligible West Virginia residents who are unable to access https://wvhub.org/west-virginia-perceptions/ may call the West Virginia Community Development Hub at 304-533-1077 for assistance.

By successfully providing all requested information as directed, including all 3 steps outlined on https://wvhub.org/west-virginia-perceptions/, each eligible participant will be entered into the Promotion.

To be eligible for the Promotion, entrants must be registered by 11:59 PM EDT on the deadline dates listed above (as the same may be updated from time to time). If the dates should change, reasonable notice will be provided and the rules will be updated accordingly.

The winner will be contacted using the email address provided and will receive further information on how they can claim the WV Made Gift Basket. All winner information and eligibility will be reviewed prior to the declaration of an Official Winner.

Eligibility and Verification

You are eligible to participate in the drawing if you meet all the following requirements:

*Entrants must be 18 years of age or older and reside in the state of West Virginia.

*Entrants must complete all 3 steps in the process (First Survey, Watch Video, Second Survey) on/by Sunday, September 12, 2021, 11:59PM. 

Contest winner will be selected at random and will be notified by Monday, September 20, 2021.

Unable to Access the Website

Those eligible West Virginia residents who are unable to access https://wvhub.org/west-virginia-perceptions/ may call the West Virginia Community Development Hub at 304-533-1077 for assistance. This phone number is open Monday – Friday, 9 am – 5 pm.

One Entry Per Person

Eligible West Virginians can only submit ONE entry into the Promotion. Prior to the drawing being held, the list of entries will be reviewed, and all duplicate entries removed.

Claiming Prize

Winner will be contacted by the WV Community Development Hub and may be provided with additional requests for information necessary to claim the prize. Verification of all requested information must be presented to claim the prize.

In the event that an entry is deemed invalid, a discrepancy is found, or the winner cannot be timely located based upon the contact information submitted, an alternate shall be used in place of the ineligible or unlocatable winner. It is the sole responsibility of the applicant to ensure the accuracy of all information provided, including contact information, and the applicant agrees to hold harmless the WV Community Development Hub and all officials involved in the Promotion against any and all potential claims related to the Promotion, as further described below.

In the event that the winner does not wish to receive the prize, refuses or fails to provide verification information, does not properly and timely respond to the initial contact of the WV Community Development Hub officials, that winner may be deemed ineligible, and an alternate may be used. If it is determined that an alternate will be used, the winner that was deemed invalid will forfeit any prizes associated with the Promotion. Alternates will be used in the order in which they were selected (i.e., alternate one (1) will be used first, alternate two (2) second, etc.) as forfeited spots become available.

The promptness and degree of reasonableness of efforts to locate a winner or of any decision to deem a winner ineligible based upon these rules shall be at the sole discretion of the WV Community Development Hub.

Internet Conduct and Limitations of Liability

Any attempt by a user, participant or any other individual to deliberately damage the Promotion website or undermine the legitimate operation of this Promotion is a violation of criminal and civil laws, and should such an attempt be made, the WV Community Development Hub reserves the right to seek the prosecution of and/or damages from any such person or persons as permitted by law. Furthermore, such person may be excluded from the Promotion.

Neither the WV Community Development Hub, nor any of its employees, owners, directors, officers, affiliates, subsidiaries, contractors, assignees, or agents are responsible for late, or incomplete or misdirected entries, or responsible for incorrect or inaccurate information, whether caused by or on https://wvhub.org/ or by or through the WV Community Development Hub phone line, or by any of the equipment or programming associated with or utilized in this Promotion.

Neither the WV Community Development Hub, nor any of its employees, owners, directors, officers, affiliates, subsidiaries, contractors, assignees, or agents are responsible for any error, omission, interruption, deletion, defect, delay in operation or transmission, communication failure, regardless of cause, with regard to any equipment, systems, networks, lines, satellites, servers, computers or providers utilized in any aspect of the operations of the Promotion, which may include without limitation, inaccessibility or unavailability of the internet, the website or any combination thereof; theft or destruction or unauthorized access of the website; any injury or damage to the participants or to any other person’s computer(s) or smartphone related to or resulting from participating in this Promotion, or downloading materials from or use of the website.

Random Drawing and Results

The winners of the drawings will be randomly selected from among all eligible entries received.

Subject to verification of eligibility and compliance with these Official Rules, the potential winner drawn and verified will be declared the official winner of the Promotion.

General Rules

All prize details shall be determined in the sole and absolute discretion of the WV Community Development Hub. Any person who does not meet the eligibility requirements, as defined in these official rules and as determined in the sole and absolute discretion of the WV Community Development Hub, is not eligible to win.

The WV Community Development Hub will pay certain taxes and/or fees associated with the transfer of certain prizes. The prize winner will be solely responsible for all applicable Federal, State and Local taxes that the State does not pay. Applicable tax forms will be issued by the WV Community Development Hub to each winner. The amount of taxes and/or fees paid by the WV Community Development Hub will be reflected on such tax forms and shall be the final amount paid by the WV Community Development Hub: any additional monies due because of the transfer of such prize shall be the sole responsibility of the prize winner. All federal, state, and local laws, applicable taxes, and regulations apply.

Acceptance of the prize constitutes express permission for the WV Community Development Hub and its agencies to use the prize winner’s name and/or likeness worldwide, in perpetuity, for purposes of advertising and trade without further compensation, notification or permission unless prohibited by law, in any and all media known or hereafter devised. Further, by accepting the prize, the prize winner agrees to hold the WV Community Development Hub, including its employees, owners, directors, officers, affiliates, subsidiaries, contractors, assignees, or agents, absolutely harmless against any and all claims and/or liability arising out of the ownership and/or use of a prize. Each prize winner assumes all liability for any injury or damage caused, or claimed to be caused, by participation in the Promotion or use or redemption of any prize. The WV Community Development Hub makes no warranty, guarantee or representation of any kind concerning any prize (or any portion or feature thereof) and disclaims any implied warranty. By participating in the Promotion, all entrants agree to be bound by the Official Rules.

All materials submitted to the WV Community Development Hub become the property of the WV Community Development Hub and will not be returned. The Prize is nontransferable to any other person, including relatives or friends. Fulfillment of the prize will occur approximately six (6) weeks after the respective announcement date.

The Sweepstakes Official Rules and Drawing Procedures are available for review and may be amended or revised at any time at the discretion of the WV Community Development Hub.

The WV Community Development Hub, at its sole discretion, reserves the right to select and/or change the prize(s) to be awarded as part of this Promotion or end the Promotion prior to the prize winner being drawn.

For years, Coalfield Development has worked to rebuild Appalachian communities by inspiring the courage to grow, activating the creativity to innovate, and cultivating communities of opportunity in central Appalachia.We are proud to be part of Coalfield Development’s ACT Now Coalition, a broad network of organizations working hand-in-hand to uplift communities throughout Southern West Virginia. The ACT Now Coalition is infusing more than $63 million into programs to help communities using business development, building revitalization, and so much more.The Hub is leading the Community and Business Resilience Initiative as part of the larger ACT Now Coalition to bring other partners with us to build up community and business resilience in the Coalition’s footprint.“For decades, we’ve known the economy of southern West Virginia needs diversification. Some progress has been made on this goal, but not nearly enough,” Brandon Dennison, CEO of Coalfield Development, said about the ACT Now Coalition. “ACT Now constitutes a tangible opportunity to take a major leap forward in this generational challenge to become a vibrant, growing, diversified economy. In the wake of continued coal-job losses, nothing could be more important for our region.”Our partnership with Coalfield Development is giving us a chance to take our work to new communities and to build upon our years of experience. Working alongside Coalfield Development in this large undertaking to bring $63.8 million to communities in Southern West Virginia is validation that the work happening to uplift West Virginia communities continues to grow.

Community Feature:

The Hub works alongside communities across West Virginia coaching community teams as they come together to make transformative changes in their towns. In 2022, one town stands out for its continued work and unwavering commitment to making its community a place where people want to live, work, play, and visit.Petersburg, located in Grant County at the northernmost point of the Mon Forest, is filled with community members who want to make their town a destination. Not only have businesses opened, and stayed open, the town has transformed the way they present to the world through rebranding and outdoor recreational development.As part of the HubCAP IV program, Petersburg utilized its technical assistance to push forward with projects to bring transformative change to its community. Part of the work Petersburg worked towards was creating plans to pave a hike and bike trail that runs along the Petersburg dike. The proposed trail will run approximately three miles along the Petersburg dike and will include multiple entrances for walkers and bikers. The group secured a $25,000 grant from Senator Hamilton, which was matched locally by the City of Petersburg, the County Commission, and the Board of Education, each adding an equal share to bring the total to $50,000.This year, Petersburg witnessed a major upgrade to one of the town’s most iconic and historic structures: The Hermitage Inn. The hotel, which dates back to 1841, has been renovated and once again welcomes guests to stay the night and have a nice dinner in the restaurant.The Hermitage Inn is the first project initiated and completed as part of the Downtown Appalachia: Revitalizing Recreational Economies (DARRE) program. Seeing the old hotel returned to its majesty has been an incredible development for Petersburg adding another jewel to the downtown area.Seeing Hub communities come together to create transformative change thrills us. Community members are the subject matter experts on what their towns need. Our commitment to accompaniment and walking alongside communities as they do the hard work guides us in our work. Celebrating their victories with them gives us a moment to uplift those making the work happen.

DEI Journey:

Since 2018, The Hub has been working diligently to bring Diversity, Equity, and Inclusion into our work. For years, the organization has been working internally to expand on one of our core values: “We believe diversity creates strength.”We believe that now is a time when we must work from the ground up to commit to long-term efforts to build power through leadership development, programmatic strategies, and partnerships that commit to building power and advancing racial equity.Looking back at our organizational history, we acknowledge that our work in rural communities with populations of less than 15,000 has not reached a diverse cross-section of people in West Virginia. Because of this, we began to ask, “Who isn’t here?” when examining our involvement in communities. The social unrest in 2020 led us to examine our role in white supremacy, ableism, classism, and gender discrimination, and the ways we have perpetuated unjust systems in our communities and across West Virginia.Since 2020, our equity journey has included a staff racial equity learning series, making internal commitments to increasing our hiring and retainment of diverse staff including creating full-time Racial Equity Fellowship and VISTA positions, committing to increased coaching for rural communities of color across the state, and tackling the inherent challenges of advancing equity across the community development field within a highly rural, majority white state where Black and brown leadership has been historically marginalized and under-invested.Our belief in the power of local people to see the value and the potential of their place, and of each other, is at the core of our belief in the potential we have to build power in West Virginia to advance racial equity, inclusion, and accessibility while disrupting systems that have historically excluded some communities.We are committed to engaging in conversations to uplift communities and leaders of color to move from talk to action on why race matters in West Virginia as we work to disrupt these systems. We will support investment in Black-led organizations and rural Black leadership. And we are committed to driving public and private investments into these spaces, both organizational and geographic.

It has been a year of abundant opportunities and partnerships across the state, and a year that has pushed all of us to work harder, faster, and smarter – together.At The Hub, we say that “the work works when you put in the work.” This means that our approach to community-based development, and individual leadership development, really does transform local communities, especially when we all work together for the same goal, and stay committed to working together for the long haul.In 2023, we continued to be amazed at the local leadership, drive and innovation we saw in communities throughout the state that are building locally-driven development from the ground up. Our network of community leaders, partners and opportunities keeps growing and shows no signs of slowing in 2024!

We extend our deepest gratitude to everyone for being part of the larger Hub community as we reflect on this year’s deep impact in West Virginia communities through our work. We are thrilled to have champions who believe in our mission that every community in West Virginia can achieve economic growth when they are supported with the tools and training they need to lead and spark positive change.
